How to fix WIFI problem on my iphone 4S. I have tried it all from apple support web site and does not work!!! Help pleaseeee?

Reset iphone done
Restore iphone as new done
Restore iphone with back up done
Sometimes wifi tab is dimmed
Sometimes wifi tab is on but dies not recognize any network
When doing manually it says " networks connections can't be scaned"
