Yes, it's a good idea to turn the water off before changing the filter in a fridge. If the filter for your ice machine is outside of the fridge (in your basement), then you will most certainly have to turn the water off, unless you want to get water all over your basement floor.
Sometimes, there is a shut off valve right next to the water filter, which will allow you to just turn off the shut off valve without having to turn the entire water to your house off. However, I would recommend that you still turn off the main water line, because sometimes those shut off valves don't always work the best to completely stop water from leaking out.
