On FB messenger if someone says they are in Cheyenne, WY a different time zone, will I be able to tell?

Is the time that shows up my time or theirs's?

The time that shows up will be based on your own Facebook account settings Time Zone. Facebook allows you to edit post dates and times, so trying to determine the correct location or time zone at the time of a post of one of your friends would not be all that useful (if the individual wanted to mask their location).
