ILLY is short for "Fresh, cool".

illy means cool or fresh. here's an example from a song "i'm up and at it; always illy. always fresh and oh so clean. oh really? thats silly i'm illy" ... illy is also a codename for the drug pcp and sometimes any drug that is smoked. example: some people sprinkle illy in blunts before they smoke it.
