When does Twitter allow you to follow more than 2000 people?

When will Twitter allow an account to follow more than 2000 people? Do you need a certain amount of follows before it lets you follow more people than 2000 limit?

It will depend on the Twitter account, in general... For newbies: you won’t be able to follow more than 2000 people until you are within range of about 10% striking distance of the numbers of people following you.
